Richard was born on June 25, 1922, the son of Ralph Dustin and Winifred Gates. After the death of his father in 1930 Richard lived in Omaha with his uncle and aunt, John and Winifred Barth.

He graduated from Omaha Central High School in 1939 and then attended Omaha University until the United States entered World War II. He enlisted in the Army Air Force in 1942 and served as a radio operator and gunner on bombing runs from England to the European mainland.

Following the war he returned to Omaha and earned his law degree at Creighton University. He worked for a time for an insurance company and then went into private practice. He retired in 1993.

In 1946 Richard was married to Omaha native Dorothy Devereux. She died in 1992.
