Place of burial per descendant record (and ???)

While I do make mistakes from time to time, my
fellow researchers help a lot. For this memorial,
a fellow, kind, and hard-working findAgraver said
"There is no Jesse A. Dawn listed in the Morgan
County Cemetery Book by Susie Kries.There is
no Jesse A. Dawn listed in the official Cemetery
Roster controlled by the Sexton.There is no
Jesse A. Dawn Gravesite located in the
Wartburg Cemetery after an extensive
cemetery search." (Thank you, Cliffoflancing)

Lastly, I've family that were buried in a cemetery
that now claims they've no records of their burial
BUT my parents attended the service and know.

So, a record from pre-1870 may also be a
similar situation OR he may not be buried
here. Futher research is needed, if possible.
