Peggy Flippen Bleecker Whitaker was born June 9, 1927 to William and Mary Flippen in Richmond, Virginia. She died on September 5, 2016 in Bakersfield, CA from complications of a stroke.

Peggy spent her early years happily on the family tobacco plantation named "Resthaven" until her mother's untimely death. At that point the family moved to Richmond. Peggy attended Collegiate School there and graduated in 1944. She then attended St. Mary's College in Raleigh, North Carolina, graduating in 1946. Peggy was a debutante that season and also the "sweetheart" of three military balls at West Point, Annapolis and Virginia Military Institute. It was at VMI that Peggy met her future husband, Keith Bleecker, from Bakersfield, CA. They married and moved to Palo Alto while Keith attended graduate school at Stanford University. Their first daughter was born in Palo Alto. The family then moved to Bakersfield and Keith joined his father, Tom Bleecker, in the cotton business. Two more daughters were born shortly thereafter.

A stunning beauty, inside and out, Peggy had an immediate impact on those in Bakersfield with her Southern accent, charm and grace. She made many friends and has kept them always. A giver, Peggy was one of the founders of Bakersfield Community League, which became the Junior League of Bakersfield. She belonged to the Mercy Hospital Auxiliary for forty years and loved doing the "Puppets Program" in which children learned not to fear visits to the hospital through the use of life-sized puppets articulated by Peggy. She also loved taking classes of children to see the new babies born in the hospital.

A great music lover with a beautiful voice, Peggy joined Bakersfield Symphony Associates and served on the board in many jobs for over thirty years. A consummate entertainer and hostess, Peggy started two dancing clubs and supported the Arts. She was a world traveler and was always eager to go on a new adventure, especially enjoying the British Isles and Ireland to explore her ancient Celtic heritage.

She never complained about anything and was optimistic about life. "What can I do for you?" was her mantra. She was kind and thoughtful and, most of all, fun to be around. Peggy was a life-long Episcopalian and a member of St. Paul's Episcopal Church in Bakersfield. She had a deep and abiding faith in God. Peggy's greatest love was for her family, who all adored her. Keith Bleecker died in 1996 and Peggy remarried Bernell Whitaker. The marriage ended in 2013.

Peggy is survived by 2 daughters. She was predeceased by her daughter, Erin Francis, 3 grandchildren, 4 great-grandchildren, her brother, William, predeceased her in 2003. Peggy's family would like to thank the staff of The Village at Seven Oaks, where Peggy lived, for their excellent care.

Services will be held at St. Paul's Episcopal Church , 2216 17th Street, Bakersfield, CA on Tuesday, September 20th at 10:30 a.m. Monsignor Craig Harrison will officiate at Peggy's request. A luncheon will be held in Peggy's honor at Stockdale Country Club, 7001 Stockdale Hwy., Bakersfield, CA at 12:30 p.m. following her service. All who remember Peggy are welcome.

It was Peggy's wish to be buried in her beloved Virginia. An interment will take place at Hollywood Cemetery, 412 S. Cherry Street, Richmond, VA on Wednesday, September 28th at 10 a.m. A luncheon will follow at the Jefferson Hotel, 101 W. Franklin Street, Richmond, VA at 12 noon. All who remember Peggy are welcome.
