Vicie was born Vicie Margaret Caudle in 1927, in Norwood, Missouri to Amos Columbus and Ella Lillian Caudle. As a child, she attended Caudle School, until her family moved to the Tulare area in 1935. Vicie attended Enterprise School, and graduated from Tulare High School in 1945. She married Warren Rush in 1946, and Vicie and Warren worked together to launch Warren's plastering business. They had three children, Judith, Dale and Bradford.

Vicie returned to school and earned her teaching, and later, her counseling and special education credentials and a Master's degree, and she put these to use when she created and developed a special education department, the first of its kind in Tulare Public Schools. She became a school principal during her career as a dedicated educator, and also served on the Tulare High School Board of Education - she was elected Chair during her tenure. Additionally, she headed Tulare Schools Psychology Services. In short, she was a strong child advocate and dedicated herself to making a significant difference in the lives of local children. After Warren's passing, Vicie married Dr. Tom Nagy in Tulare in 1988, where the two continued to support organizations like the Tulare Historical Society, Lions Club, professional optometric societies and served St. Aloysius School.

Among their many activities, Vicie and Tom enjoyed dancing and Vicie became the Queen of the National Smooth Dancers of Visalia, California, presiding with Tom at her side. She and Tom also traveled all over the world, even visiting Argentina where they learned the tango from the experts. In 2004, they moved to Redmond, Oregon, again participating in a variety of community activities like skiing, golf, dancing, and trekking.

Always at the center of their lives was family, including their children, their stepchildren, and their children and grandchildren. Vicie and Tom actively supported their extended families, attending special occasions like birthdays, graduations, weddings and births.

Vicie is survived by her sister, Leota Reynolds; her husband Tom Nagy; her daughter Judy Kautz, husband Ron; her son Dale Rush, wife Pamela and their daughters Alison Gilson and Lindy Rush; her stepdaughter Jean Brown, husband Glen, and their children Jordan and Colleen Brown; her stepdaughter Joan Hammond and her children Michelle Mitchell and Melissa Hammond; her stepson Paul Nagy, wife Heidi and sons Thomas and Travis Nagy, and two great grandchildren.

A Rosary will be held Wednesday, August 17, 2016 at 10:30 am at St. Aloysius Catholic Church, Tulare, California, with a Funeral Mass immediately following. Vicie will be interred at Tulare Cemetery in Tulare, California.
