Robert was a son of William and Eliza (Richardson) McCleaf.

He was a teacher in the Adams County public schools from 1855 to 1905, except during his service with the US Cavalry during the Civil War. He enlisted in Gettysburg June 21, 1863 with Company B 21st Pennsylvania Cavalry Volunteers (182nd PA) and served as a bugler until honorably discharged with his company February 20, 1864.

In 1872, he was elected by the Democratic party as Adams County Clerk of Courts and served until 1875. In 1909, he was appointed Court Messenger, holding that position for 12 years when he resigned due to his age.

In addition to his wife, he is survived by the following nine children: Flora Virginia Fowler, Mary Elizabeth Rhodes, Fannie Ellen Wolford, Robert Charles McCleaf, Franklin Albert McCleaf, Anna Margaret Koch, Susan Evelyn Felix, Edward Keifer McCleaf, and William Duncan McCleaf. Forty-seven grandchildren and twenty great-grandchildren also survive.
