Raymond Charles Parkinson was born on January 12, 1888, in Franklin, Idaho, the son of Samuel Chandler Parkinson (1853-1933) and Mary Ann Hobbs (1855-1912). He married his first wife, Hazel Jane Hochstrasser (1891-1919) in Salt Lake City, Utah on November 28, 1918. He married his second wife, Zilpha Viola Bramwell (1898-1976) in the Salt Lake LDS Temple on March 4, 1927. Together they had two sons: Samuel Clyde (1932-1973) and Raymond Brammell (1930-2001). He died at his home on C Street in Salt Lake City on October 4, 1976 at the age of 88.

According to an obituary published on page 27 in the Tuesday, October 5, 1976 edition of The Salt Lake Tribune, Raymond "attended BYU, Utah State Agricultural College and Colorado State College at Ft. Collins, where he played football and basketball. He worked for many years for Utah Power & Light. He also was employed by the federal government as superintendent of a CCC Camp for Fish Lake National Forest, as general inspector for Navy Supply depot and as an area superintendent for Department of Animal Husbandry in Mexico, laboring to eradicate hoof-and-mouth disease. He was a World War I veteran, and at the time of his death, a high priest in 18th LDS Ward."

Beside his son Raymond B. and nine grandchildren, Raymond was survived by his brother, Roland, Franklin, Idaho; and his sisters, Mrs. Harlow (Anita) Smoot, Provo, and Mrs. John (Myrtle) Russell, Wilmere, Illinois.
