"Wesley" Billiter was born in New Columbus, Kentucky to Lucy B. Schweitzer and Elijah R. Billiter.

Husband of Jessie McDaniel. Children of this marriage: Ethel Mae Billiter Wrenn (1923-1950); Clara Ellen Billiter Cooper (1925-2004); John Wesley Billiter (1928 - 1984); and Virginia Billiter (1929-1929).

During World War I Wesley enlisted in the Ohio National Guard, where he served in France and Belgium with the "Buckeye Division" (37th Division). His engagements included the Baccarat Sector, Avocourt Sector, Meuse Argonne Offensive, and Ypres-Lys Offensive. He died in Cincinnati, Ohio of pulmonary tuberculosis due to complications of exposure to mustard gas.

It is unknown when and where Jessie died. After the death of their mother Ethel, Clara, and John were raised at the Ohio Soldier and Sailor Orphans Home, Xenia, Ohio.
