Permelia Gallaher was born in Illinois in 1833, one of four daughters of George and Amanda (Williams) Gallaher. Her sisters, were Harriet (Bridges), Elizabeth (Brown), and Sarah (Brown).

The Gallahers were of Scottish origin, who had settled in Tennessee (where Permelia's father was born), pioneered in Illinois, and were among the first settlers in Des Moines County, Iowa.

George Gallaher had moved his family to Iowa Territory in 1836. He worked to clear the land and build a farm for his family. The farm of 320 acres was in Pleasant Grove township, Des Moines County, Iowa.

While living in Illinois, Permelia's mother died, leaving the 4 young daughters. Her father, George remarried to Lavina Zion, who was only a few years older than his oldest daughters. To this union 3 children were born, including George Gallaher Jr and Ben Gallaher.

Permelia's father, George died at age 42 in the same year George Jr was born, and Permelia was only 9 years old.

Permelia married Isaac Fleener in Des Moines County, Iowa.

In 1874 the Fleener family moved to Page County, Iowa, where they settled on a 320 acre farm. "It was then in a wild, state, but by energetic management he converted it into a valuable farm with excellent improvements."

In later years, Isaac and Permelia moved to Nebraska, where many members of their family were also making their home.

Isaac and Permelia were members of the Presbyterian Church.

Isaac and Permelia were parents of 5 children: John, Lorinda (DeKay), Charles, Levina (Ballard) and Janie (Lamborne).
