COUNCILL, Philip Andrews, 83, a 60-year resident of Richmond, previously of Franklin, Va., found peace on April 8, 2016. Philip was born in Norfolk, Va. on July 9, 1932, went to Westtown High School in West Chester, Pa. and received his B.S. from Washington & Lee University in 1954. After earning his degree, he enlisted in the U.S. Army from 1954 to 1956. He worked in printing sales for Expert Graphics, William Byrd Press and Cadmus Corp. of Richmond. Philip is survived by his wife of 57 years, Jane Willcoxon Councill; children, John Scott Councill of Richmond, Catherine Councill Batavick of Baltimore, Md. and Andrew Squire Councill of Washington, D.C.; sisters-in-law, Eugenia "Genie" M. Councill of Franklin, Va. and Sally M. Councill of Williamsburg; and grandchildren, Julia Winslow and Grace Francis Batavick. He was preceded in death by his brothers, James Paul and Edward Winslow Councill. The family will receive friends from 6 to 8 p.m. Monday, April 18, 2016, at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Rd. The graveside service will be held the following day at 2 p.m. in the Poplar Spring Cemetery, Franklin, Va. Donations, in lieu of flowers, may be made to Appalachian Trail Conservancy at www.appalachiantrail.org or Smile Train atwww.Smiletrain.org.
