Thomas Chandler son of William Chandler and Annis Bayford was born in Bishops-Stortford, Hertsfordshire, England. According to NEHGR he was baptized on 9 August 1628.
According to Vital Records Book for Andover MA Pg. 410 he died on 15 Jan 1703 in Andover MA. I have seen his gravestone and it shows 1717 for his death. His wife Hannah Brewer Chandler died on 25 Oct 1717 in Andover MA. Maybe whoever etched the stone made a mistake.

Captain Thomas came with his parents to New England in 1637, when he was about seven years old. He was one of the proprietors and easly pioneers in the settlement of Andover, and his name is twenty-third "of the house- holders in order as they came to town". He was employed with George Abbott, senior, and others, to lay out lands gtanted individuals by the general court. An old record reads: "It is ordered, that Thomas Chandler be leften'nt in ye foot Company in Andover, John Stephens, Ensign, under the command of Dudley Bradstreet, Capt." He was representative to the general court in 1678 and 1679, from Andover. Loring's "History of Andover" says: "Thomas Chand;ler was a blacksmith, ultimately a rich man, carrying on a considerable iron works."
