Born in Bowens Corners, Oswego Co, NY, she was the daughter of Adelbert & Harriet Abbey Keeney. She was the twin sister of Essie (Joyner), sister of Hiram C., Hattie (Kinney), Adelbert, Edna (Mellen), Albert, Edwin, Pearl (Potter), Justice & Marion (Roberts) Keeney

She married Valentine Gifford on Feb 14, 1882, they had no children. She was an attendant at Oneida County Hospital.

Rome— Ill two weeks, Mrs. Effie Gifford, 414 Depeyster St, died yesterday afternoon, July 29, 1938 in Oneida County Hospital, where she had been employed as an attendent for the last 11 years.

She was born at Osceola, daughter of the late Albert and Harriett Clark[inc.] Keeney, and had lived in Rome 13 years.

Surviving are five sister, Mrs. Essie Joyner, Redfield; Mrs. Clayton Kinney, Westdale, Mrs. Benjamin Mellen, Mexico NY, Mrs. Edward Jackson, Alberta, Canada, and Mrs. Edwin Roberts, Utica, and four brothers Hiram, Adelbert, Justus and George Keeney all of Redfield.
