Jay "Jack" Meany was born in Seattle, Washington on 24 September 1878.

On 25 June 1898, in Seattle, Jay was inducted in the United States Army, where he served with Company B, 8th Regiment of the California United States Volunteers. He was discharged on 2 February 1899 at Presedio at San Francisco, California. Then on 8 Febuary, at San Francisco, he reenlisted. This time he served with Troop A, 4th Regiment of the United States Calvery, until his discharge on 10 December 1901 at Fort Riley, Kansas. Again on 9 August 1902, at San Francisco, California Jay again reenlisted. This tour had him serving with Company C, 10th Regiment of the United States Infintry. He was later discharged at Fort Lawton, Washington on 12 January 1905.

Jay seemed to like doing things in threes. This time it was marriages. On 24 March 1905, at Seattle, Washington he married Della Collins, which apparently ended in divorce. As he again remarried Della Meany on 19 June 1916. Later , on 28 December 1925, also in Seattle he married Alice Isabella (Cole) Smith. This union remained strong until his death.

On 4 February 1940, Jay passed away.
