Born in Nephi, Utah to John Rowley and Emma Ozella Johnson. His father practiced polygamy and the Federal Marshals would not leave him alone. He finally moved most of his families to Colonia Pacheco, Chihuahua, Mexico. There David grew up. His father died when he was still young but the family had the sawmills and the mills kept the family going.

On 11 August 1909 David married Clara Steiner at Pacheco. Three years later the Mexican Revolution forced them to leave Mexico. They moved to Oakley, Idaho where most of their children were born, then later moved to Utah.
