Russ was born in Warden, Washington to James E. Carter and Elizabeth Stitzer Carter. Russ lived in Spokane, Washington from 1921 to 1932 and then moved to Blanchard, Idaho where he lived until 1936. He then moved back to Spokane and went to work for Spokane Surgical Supply from 1936 to 1941.
He married Ruth E. Weinmeister on February 1, 1940.
Russ moved to Seattle in August of 1941 to work for Biddle and Crowther Surgical Supply. He joined the Merchant Marines in June 1942. He attended Maritime Officer's School at Alameda, California. After that he served on ships to the South Pacific and Alaska. After the war Russ returned to Biddle and Crowther and was with them until he retired in 1981.
From 1957 until 1964 Russ served on the city council of Houghton where he was also Police Commissioner. In 1966 he became a sales rep for the State of Alaska and moved to Ocean Shores, WA. In 1970 Ocean Shores incorporated into a city and he was elected to the first city council. In October 1971 he moved to Anchorage, Alaska and opened R.A. Carter and Associates, representing Biddle and Crowther and Zimmer, U.S.A.
Russ retired in December of 1981, and moved to Shelter Bay, La Conner, WA.
Russ is survived by Ruth, his wife of 63 years and daughters: Rusanne Eagle (John) of Addy, WA; Bobbie Jacobson of Sedro-Woolley, WA; a son Richard Carter (Sheila) of Carnation, WA and seven grandchildren: Brian Carter, Sara Carter, Kevin Carter, Kacie Jacobson, Jessica Jacobson, Faustin Carter, and Russell Carter; and great-grandchild Braeden Carter McCoy.
Russ' other son, Roger Carter, preceded him in death.
There will be no services per Russ' request. Memorials may be made to your favorite charity.
Arrangements are under the care of Hawthorne Funeral Home and On-Site Crematory, Mount Vernon, WA.
