Joyce was born in Utah County on March 9, 1933 to Floyd and Virginia Bezzant.

She passed through the veil peacefully while living in Casper, Wyoming on January 18, 2016.

She graduated from Pleasant Grove High School. Married C. Rex Fowles; they had four children; later divorced. She raised her children in Sandy.

She was a faithful member of The Church of Jesus Christ of Latter-day Saints. She lived her life with faith and prayer. She guided her children through difficult times, always telling them "I will put your name in the Temple."

She is survived by Roberta (Dave) Meldrum and Beckie Fowles (both living in Utah), Alan (Valerie) Fowles, and Nolan (Trish) Fowles (both living in Wyoming). She had ten grandchildren, twenty-one great-grandchildren, and one great-great-grandchild. Son-in-law, Dave Meldrum, and grandson, Brent Meldrum, preceded her in death.

Graveside services and interment were held in Casper, Wyoming.
