US Congressman. A graduate of Union College in 1856, he moved to Iowa and became an attorney. He was Buchanan County Treasurer and Recorder from 1857 to 1862. In 1862 he joined the Union Army, serving until the end of the Civil War and attaining the brevet rank of Major. Donnan was an Iowa State Senator in 1868 and 1870. He was elected to the US House as a Republican in 1870 and reelected in 1872, serving from 1871 to 1875. He was not a candidate for reelection in 1874 and returned to his law practice. Donnan was a Delegate to the 1884 Republican national convention, and was Chairman of the Iowa Republican party from 1884 to 1886. From 1884 to 1886 he also served for a second time in the Iowa Senate.
