Before moving to Dallas, Texas, Mr. Shepherd lived on a farm in the Little Walkers Creek area of Pulaski County, Virginia which was near the plantation of his brother, David Garland Shepherd who later moved to Wythe County, Virginia.

Harvey Shepherd served as the Commissioner of Revenue for Pulaski County, Virginia 1850 -1853. His brother-in-law, Mathew Wilson (husband of Magdalean Campbell Shepherd), succeeded him and served 1854 -1860 before moving to Greenbrier County, West Virginia and then to Blount County, Tennessee.

In 1866, Harvey Shepherd was a candidate for the Clerk of County Court in Dallas, Texas and in 1870 he was an auctioneer in Dallas. He was a highly respected citizen of Dallas and died May 11, 1875, at his residence on Commerce Street of rheumatism of the heart after being in feeble health for a long time.
