Born October 28, 1937 in Clearfield, he was the son of Charles S. and Mary (Hubler) Fulmer.
He had worked as a lineman for many years and retired from the former Harbison Walker Refractories in Clearfield after 15 years of service.
He had attended the Philipsburg Church of the Nazarene. He was a member of F.O.E. Aerie #812.
He was a U.S. Army Veteran of the Korean War.
He is survived by his wife Audrey (McMonigle) Fulmer whom he married July 2, 1964, a daughter Tammy Shugarts and her husband Darrin of Clearfield, three grandchildren: Joseph Shugarts, Shelby Shugarts and Cameron Shugarts, a brother Jim Fulmer of Clearfield and a sister Alice McMonigle of Spring Valley.
He was preceded in death by his parents and a brother Robert Fulmer.
