As a young man, Joseph worked for the British diplomatic service. When the First World War ended, he found himself stationed in the Dutch East Indies. In 1926 he had found work with tin merchants, Maclaine, Watson and Co., and he managed to get a transfer to London. After a year he was moved to Brussels, Belgium, where he was charged with opening a new branch of the company. At the beginning of WWll he returned to London, where he was arrested for his association with fascism. He would spend the war interned on the Isle of Man. After his release from prison, Joseph went to Ireland, where he started a new life.

He was the son of Victor John Hepburn-Ruston and Catharina Wels and the father of Audrey Hepburn.Mr. Rushton separated from Ms. Hepburn's mother when she was still very young. Audrey reached out to him once she was an adult and visited him in Dublin where he was living with his new wife. Mr. Rushton never approached her first because he didn't want her to think that he wanted to profit from her career. This began a lasting relationship and established a strong bond between father and daughter lasting until his death in 1980.
