The son of David & Matilda (Hetzer) McMillan, in 1860 he was a farmer living in Gettysburg, Adams County, Pennsylvania. He stood 5' 7" tall and had light hair and dark eyes.

A Civil War veteran, he first enlisted and mustered into federal service at Harrisburg April 20, 1861, as a private Co. E, 2nd Pennsylvania Infantry, and honorably discharged with his company July 26, 1861. He also enlisted in Gettysburg August 27, 1861, mustered into federal service at Frederick, Maryland, November 27 as a private with Co. C, 1st Maryland Potomac Home Brigade Cavalry. He was captured at Leesburg, Virginia, September 2, 1862, but paroled shortly thereafter. Once returned to active duty, he was promoted to sergeant January 1, 1863, to 1st sergeant January 14, 1864, and to 1st lieutenant November 14, 1864. He honorably discharged with his company June 28, 1865.

He married Mary Ann Holtzman and fathered David Kent (b. @1875), Margaret Matilda (b. 04/10/76), George H. (b. @1878), and J. Roy (b. ?). In 1890, he lived in Gettysburg where he died at age 80-4-2 from a "cerebral embolism" with "chronic interstitial nephritis" a contributing factor.
