U.S. Congressman. He grew up in Rochester, New York, and Will County, Illinois. He became a lawyer in 1843 and served in the Illinois Senate from 1869 to 1871. In 1871 he won a special election as a Republican, filling the U.S. House seat left vacant by the resignation of Burton C. Cook. Snapp completed the rest of the term, holding office from December 1871 to March 1873. He declined to run for re-election in 1872 and then resumed his law practice. His son Howard Malcolm Snapp served in Congress from 1903 to 1911.
