Herbert was the son of J. Howard and Lydia F. Butcher. He married first to Mary Emma Titus, who was the sister of his brother J. Howard Butcher Jr.'s wife. He married second to Kate.

He served in the U.S. Navy during World War II, and was stationed as an intelligence officer at the American Embassy in London, England. He was also a civil service examiner for the State of New Jersey, a historian and author. He published The Battle of Trenton in 1934, and a history of the Trenton Rotary Club in 1969.
