Elizabeth "Betsy" Bernard was born in 1795 in Virginia to Thomas F. Bernard and Mary Hicks. Thomas F. Bernard was the son of William Bernard and Mary Fleming of Goochland county, Virginia. Mary Fleming was the the daughter of John Fleming and Mary Bolling.

She married Frances H. Smithson on May 2, 1822 in Highland County, Ohio.

A direct descendant of Thomas Rolfe and Pocahontas (born Matoaka, known as Amonute), who took the Christian name of Rebecca and the daughter of an American Revolutionary War Soldier.
