At the time of his death he was Manager of the Sabine Canal Company and President of the Calcasieu Parish School Board.

S.J. Welsh Middle School in Lake Charles was named for him.

Mr. Welsh went missing on October 25, 1950 and was found on October 29, 1950 in Dynamite Slough. (See Lake Charles American Press 10/27/1950-10/30/1950)

Survivors included his wife Mrs. Fannie B. Campbell Welsh; 5 sons, John Edgar of Lake Charles, James H. and Robert Bruce of Baton Rouge, Samuel John Jr. of Houston, and William Max of Sulphur; 1 brother, Tom Welsh of Sacramento, California; 1 sister Miss Rene Welsh of Los Angeles, California; 6 grandchildren.
