Educated in Richmond schools, Cannon graduated from the University of Virginia and began the practice of law in 1852. When the Civil War began, he enlisted in the 60th Virginia Infantry. He later served as a staff officer for General John McCausland (1836-1927). Cannon also served as judge-advocate general for courts-martial in southwestern Virginia. After the war, he returned to Richmond and resumed his successful legal career. Cannon married Margaret Edmondson Blair on 17 November 1869, and they had five children.
