Charlotte L. Hays was born to Francis and Charlotte (Loney) Hays on May 29, 1920 in Los Angeles, CA. Her parents divorced in 1923. When Charlotte was 5 years old and her sister Sarah (Sally) Ellen was 3 years old, their mother died at Medical Lake, WA. The girls were adopted by their maternal grandparents, Samuel Kasooth Bell Loney and Sarah Hastings Loney in 1925 and their last name was changed to Loney. Charlotte grew up in Walla Walla, WA. In 1941, she married Fred J. Witte in Spokane, WA. They later divorced. In 1962, Charlotte married Charles Richard Baxter of Walla Walla, WA. He passed away in 1970. In 1986, Charlotte married Moncel (Michael) D. Hannifin in Walla Walla, WA. He passed away two years later. Charlotte lived the last years of her life at the Odd Fellows Home in Walla Walla and had many friends.

Charlotte never had any children of her own but enjoyed her sister's family and her extended family of Baxters and McGregors through her second husband Richard Baxter.
