Jeremiah Goins was born near Natchez in the Old Choctaw Domain, a part of the Spanish province known as "La Luisiana." He was a about 4 years old when administration of his homeland was handed over to the Americans in a deal called "The Louisiana Purchase" in 1804.

He was married to Sharafina (Sharofine) Drake in old Louisiana, and remained married and devoted to her until her death in 1881. Together, they raised 13 children.

The executor of his will was Texas Ranger Captain John Tom, an intimate friend. His Last Will and Testament was filed in Bexar County, and remains on file in the Courthouse there. Oakley Cemetery is on land that was Jeremiah's farm, which was inherited by his son Jeremiah Goins Jr. His wife Sharafina Drake Goins was the first person buried there, and Jeremiah Sr was the second.
