Vernon was born November 2, 1922, in Missaukee County to George Elliot and Esther VerDella (Warren) Apps.
He attended the Maple Hill School in Aetna Township, Missaukee County. On May 12, 1945, He Married Anna Mae Giltner of Stittsville.
After having served in the Civilian Conservation Corps., he later farmed near Butterfield and was employed by Jenema John Deere, Cadillac Equipment Company and Mercy Hospital.
Vernon was a member of the Butterfield Church of the Nazarene and the Northern Lights Church of Cadillac. He enjoyed hunting, fishing, camping, carving, whittling and studying the Bible.
