Dr. Oliver Duggins was a man of many talents with a background of experience that is varied. As a native of St. Louis, he attended Beaumont High School, where he began a distinguished career in the field of athletics. He was the High School State High Jump champion. He attended Northwestern University and excelled in all track events in the decathalon, and specialized in the grueling 440 yard hurdle race. He led the Big Ten Conference and participated in the 1936 Olympic try-out finals in New York.

After receiving his Bachelor and Masters degrees from Northwestern University, with a major in Botany, he returned to St. Louis and Beaumont High School to teach Biology, coach track and football, and to establish his home with his wife Lorraine Duggins whom he had met at Northwestern. During World War II, Dr. Duggins was a Special Agent in the Federal Bureau of Investigation. He was appointed to the position of Supervisor of the Hair and Fiber Division of the F.B.I. Laboratories. Dr. Duggins' specialty was in the field of hair identification in which he conducted research and was recognized nationally as a leading authority. He presented his collection of hair and fibers to the Smithsonian to be used in the future for research.

After World War II, Dr. Duggins received his PhD in anatomy from Washington University. He joined Harris Teachers College in 1948 where he was Chairman of the Biology Department. In addition to teaching at Harris, he was on the staff of St. Luke's Hospital School of Nursing, where he taught nurses anatomy, physiology and microbiology. He was a member of the Research Staff of Washington University School of Medicine.

It became apparent that consolidating different disciplines into a Junior College was a more efficient way to manage instruction. In the mid 60's a group of educational leaders gathered and the St. Louis Junior College became a reality. Dr. Duggins was Professor at the Forest Park Campus and worked closely with the Nursing Education program at Barnes and Jewish Hospitals.

Dr. Duggins was also active in church work. He was on the Education Committee of the Board of Directors of the Methodist Children's Home and worked with his wife, Lorraine, as Co-Directors of Youth Work at University Methodist Church for 25 years.

He was the husband of the late Lorraine Duggins and is survived by his Sister Lois Duggins, daughter Pat (husband Art Bulger), son David (wife Megan Dethier, son Peter), Granddaughter Dawn Arroyo and four granddaughers Kaitlyn, Sarah, Meghan and Emily (Husband Gil Arroyo), and Grandson Sean Hoelscher (wife Andrea).
