Charley married Emma A. Smith (born February 1865 in Eugene, Oregon) in Gilliam county, Oregon on September 25, 1892. They were living in Idaho by the 1900 Census when Charley was a "stock raiser." By the 1900 Census Charley and Emma had had 4 children but only 3 were still living. Their children were:

Francis Ethel, b. Nov. 1894 in Oregon
Lucien Earl, b. Nov. 1896 in Oregon
Hazel Amanda, b. Sep. 1899 in Oregon
Archie William, b. Sep. 1902 in Idaho.

Charley's death certificate lists his surname as "Frazier" but Charley consistently listed his surname as "Frazer" on the US Censuses.

Charley was a farmer for most of his life. He was buried in Buhl Cemetery on September 8, 1937.
