Bill was a graduate of the University of Tennessee where he received a degree in History. He was a proud member of the Kappa Alpha Fraternity.
Bill was known for his quick wit and his charming demeanor. He loved history especially that of the Old West and The American Civil War. In fact he was an avid collector of Civil War and old Western Americana artifacts. He was born in Norfolk, Virginia. He grew up in nearby Suffolk, Virginia. He later lived in Texas for 15 about years. He also did a brief stint in the Midwest. He had been a resident of Cumming Georgia since July of 1990. He loved North Georgia and loved his home near Lake Lanier.
He was the son of the late Louise Wise Fraser and Walter Javan Fraser both of Norfolk Virginia. He was also the great great grandson of Henry Alexander Wise, one of the early governors of Virginia. He is survived by a brother Walter Javan Fraser who was a history professor and author of numerous books on Southern History.
Bill had three children. His oldest daughter, Becky Hyndman lives in Canton, Texas with her husband Tony and son Emerson. Bill's other two children, William "Austin" Fraser and Arden Evangeline Fraser both live in Cumming, Georgia.
