Louise was born outside Cambridge, ID to Charles and Francis Howland on May 16, 1921. She attended school in Riggins and Cambridge, ID. And went to Link's School of Business in Boise. In 1943 she married Jack Welsh and moved to the family farm between Payette and Weiser, ID. Louise worked for the Independent Enterprise Newspaper in Payette for years and later was a cashier for Manser Ford in Payette. After moving to Weiser in 1966 she worked for Idaho Power and retired from there.
Jack and Louise retired to Payette in 1992 where she lived her remaining life. She attended the Payette First Baptist Church and was a hard working member in many capacities throughout the years. Louise loved helping other people and did many kind things for others.
She is survived by two daughters, Cheri Hogan and Johna Cronk, two grandsons Jack (Susan) and Brian Winterowd; two great grandchildren, Peyton and Lukas Winterowd-Laughman; and three Step-great grandchildren, Martha and Tim Laughman and Matt Birkland; one brother Charles Howland; Numerous nieces and nephews.
Proceeded in death by her husband Jack, after 50 years of marriage.
