The story goes that, in 1889, Thea Foss bought a used rowboat for $5. After a quick paint job, she re-sold it for $15 and bought 2 more.

The rowboat "fleet" grew to some 200 boats which Thea rented to fishermen, picnic parties, and duck hunters.

Seeing a need to be filled, Thea bought a launch and hired her sons to motor between the shores of Tacoma, Washington and the ships anchored in Commencement Bay. They carried supplies and ferried sailors. The operation grew into Foss Tug (now Foss Maritime), the largest tugboat operation in the Western United States.

It's also said that Thea was the real-life person portrayed in the "Tugboat Annie" series.
