Richard Velden Buckle was born August 31, 1931, to George William and Nora Ethel Smith. He was the grandson of Thomas Charles Buckle I and Mollie Leona Jones, and the grandson of George William McClellan Smith and Nancy Jane McIntosh. He had one sister, Dorla Dean, and one brother, Ezra Joel.

On August 12, 1950, he married Mary Pearl Morley. Velden and Mary had four childen: Jerry, Roxy, Larry and Michael. Mary passed away in 1997. On September 30, 2000, Velden married Mary Maxine Campbell.

The following information was included in his obituary in the Eugene Register-Guard October 9, 2003:

"He moved to this area in 1950 and was employed as a milker with Lochmead Dairy for 43 years. He was a member of the First Baptist Church in Junction City. He was an Oregon football fan and he also enjoyed reading, playing softball, going for walks and fishing."
