Toby was the son of the late Ralph and Beulah Welch.

He was saved in 1954 and was a faithful member of Red Hill Baptist Church in Speedwell for 61 years.

In addition to his parents, he was preceded in death by his sister, Margie Brooks and brothers-in-law, Sam, Boyd, George Earl, Howard (Bud) Brooks and Joe Manning.

Survived by his loving wife of 53 years, Deloris Welch. Nephew, Jody (Crystal) Brooks (whom he considered a son) and their son, Wesley (whom he considered a grandson). Sisters-in-law, Ruth (John) McCreary, Edna (Jack) Garnett and Billie Welch Hill. Also, many nieces and nephews he loved and was loved dearly by them. His greatest joy in life was helping others.

Toby was less than a quarter mile of his home when a person ran a stop sign and ended the life of this wonderful man.
