Daughter of William and Maria (Smith) Niccum. Married to Parker Kelley Wilcoxen on July 16, 1863, in Vermillion County, Indiana.

Obituary from the Danville Press:
May 11, 1918

MRS. LUCY WILCOXEN HAS PASSED AWAY
Died on First Anniversary of the Death
of Her Husband, Parker Wilcoxen,
Prominent Farmer.

Mrs. Lucy Ellen Wilcoxen, for many years a resident of the Union Corner neighborhood, and widow of the late Parker K. Wilcoxen, a prominent farmer of this county, is dead at her home following a lingering illness from a complication of disease, of which dropsy and paralysis were the most severe.

The death of Mrs. Wilcoxen, while not unexpected by her wide circle of friends, came as a distinct shock to all, for she was one of the most beloved women in the neighborhood in which she lived. Mrs. Wilcoxen had been practically an invalid for the last several months. She passed away at 7 o'clock yesterday morning, May 10, 1918.
