Chester was born May 7, 1886 at Day’s Gap (now Oakman) Walker county, Ala. He graduated from the University of Alabama In 1912 with the degree of L.L.B. and was admitted to the bar shortly after.
He practiced law in Haleyville and was the city attorney for two years.
He is a Republican and served as a member of the state legislature from 1915-1919.
Following his death, his wife, Ethel Haley Tubb, married Robert Grady McAfee. She died in 1959.
