T.C. Severance was appointed by Secretary of the Treasury Salmon P. Chase as special agent of the Treasury Department to be Collector of Customs at Port Royal (Hilton Head) in 1862. They lived in a tiny house on a low bluff overlooking the sea. In the same row of houses were the quarters of General Quincy Gillmore.

His family returned north and then in the winter of 1864-1865 was back in the South. In Apr 1865, he and Caroline, and their son Seymour attended a flag raising ceremony over Fort Sumter. After the news of President Lincoln's assassination T.C. and Caroline returned to New York May 09, 1865 on the Arago.
