Robert started working with the Fremont police department in 1931 when there were only four policemen, one car, and no radio communication. He became chief of police in 1943. During his tenure, he was a member of the National Association of Police Chiefs and the Nebraska Police Officers Association. He was named to the Legislative Committee of the Police Officers' Association in 1953. He retired from the police force in 1966.
