Justice is a son of William David Williams and Alice Melvina Clark. He is the sixth of their twelve children. His siblings are: Matilda, David Edward, William Howell, Emily, Grace, Gwendolyn, Lillian, Emrys, Hannah Myfanwy, Alice Melvina, and a stillborn brother. Justice's father was a immigrant from Wales.
Justice married Caroline Briggs in St. Anthony, Idaho on February 6, 1919. They became parents to one daughter, Frances. They family lived in St. Anthony where Justice farmed to provide for the family.
