He was born at his parents' residence on West State Street in Jacksonville, Illinois.
The family later resided on South West Street in Jacksonville, Illinois.
Julian graduated Illinois College in 1871. In college, he was a member of Phi Alpha society. He was an accomplished speaker and debater. He studied medicine with Dr. David Prince and graduated from the Missouri Medical College at St. Louis, and the medical department at Michigan University about 1876. He first practiced medicine in St. Louis, then at Jacksonville, IL. In 1888, he moved to Racine, Wisconsin.
Dr. J. R. Simms died in Citronelle, Alabama. He had taken his wife there for medical treatment. Survived by his wife; a son; a daughter; his mother; and a brother, Louis Simms of Jacksonville.
