Son of William Doniphan Frazee and Rebecca Jenkinson.

A descendant says he attended Butler University in Indiana. May have been known as "Humbug Bill" because of his propensity for writing and publishing tall tales in the vein of Mark Twain.

Believed to have been in Phoenix, Arizona, as early as 1881, where he founded the Arizona Gazette, became a Justice of the Peace and held a responsible position with the Arizona Canal Company.
