"Clayton H. Billings, of Austin, son of Lloyd Clayton and Anna Marie (Bertelson) Billings of Dallas, passed from this life on Sunday, October 12, 1997, age 83.
Mr. Billings was born March 14, 1914, in Grand Rapids, Michigan. He was senior and chief engineer of the Texas State Health Department between 1942 and 1956. Associate Editor of Public Works Magazine in Ridgewood, New Jersey, from 1956 until his retirement and, most recently, an editorial consultant in Austin. Clayton made major contributions to the study of water quality and environmental interests. He was the recipient of numerous awards over his lifetime, including life membership status in the Water Pollution Control Federation and the Texas Association of Professional Engineers. Clayton was honored in 1972 and 1973 with the Arthur Sidney Bedell Award "for extraordinary personal service in the water pollution control field as related particularly to the problems and activities of the TWPCA," and in 1988 as a Master Engineer, on of Texas' professional engineers who had been registered for more than 50 years.
He worked for Texas A&M University as a research engineer to help establish a water research and information center, serving continuously from 1943 to 1956 as chairman of the Program Committee of the Annual Short School.
Clayton graduated from the University of Texas with a degree in Chemical Engineering in 1936. He attended Vanderbilt University and in 1941, obtained his M.S. from Harvard University. Among his interests as a young man with his commitment to the fine arts of Austin. He played the viola in the Austin Symphony Orchestra from 1944 to 1955. Clayton was a dedicated University of Texas football supporter, Commodore of the Englewood New Jersey Yacht Club in New Jersey, and member of the U.S. Power Squadron in the northeast.
Clayton was preceded in death by his mother and father; sister, Lois Slater of Dallas; and brother, Richard L. Billings of Casper, Wyoming.
Survivors include his wife, Ruby Turner Billings; daughters, Janice E. Gage and Frances A. Bennett; grandsons and their wives, Tim and Susan (Clark) Gage, Scott and Sue Ann (Staehr) Bennett, Clay and Susan (Fox) Gage and Ashley and Blake Bennett, all of Austin, and numerous nieces and nephews.
Funeral services are 2:00 p.m. Thursday at the Amey Funeral Home with Reverend Clint Dunagan officiating. Burial will follow in Forest Oaks Memorial Park.
Those desiring may make memorial contributions to the American Diabetes Association, American Cancer Society or the American Heart Association.
Services are under the direction of Amey Funeral Home, 7811 Rockwood Lane, two blocks east of Mopac, south of W. Anderson Lane. 452-4001."
