Hugh was born 16 May 1899 in Holton, Jackson, Kansas. He was the fourth of seven children of Amanda Caroline Melcher and Thomas Penrose Naylor.

Hugh attended school in Falls City, Richardson, Nebraska and afterwards joined the U.S. Marine Corps. He served with the occupation forces in Havana, Cuba. Hugh was still serving in the Marine Corps when he died 12 March 1909, at the age of 19, in Washington, D.C., after the Inaugural Parade for President William Howard Taft. Cause of death unknown.

Hugh's older brother Marshall also served in the U.S. Marine Corps, and died four years before Hugh, in 1905.
