Baltis, as he was called, was the eldest of seven children of James Hampton, a carpenter, and Mary Titman Hampton. Baltis was born in Quakertown, Hunterdon Co., New Jersey, where his paternal grandparents had moved. James and Mary lived in Greenwood, Columbia Co., Pennsylvania, and Baltis also resided there for most of the rest of his life.



His father was the second of five sons of Benjamin Hampton and Hannah Morris Hampton, a prominant Quaker family from Wrightstown, Bucks Co., Pennsylvania. Baltis' mother, born in Greenwood, was probably the daughter of Abraham Titman, a farmer, sawyer and tavern keeper, and Jane Robbins Titman.



Baltis married Mary Margaret Drumm on May 17, 1863. They had three children together: Benjamin Freeman in 1864, Emma Eleanor in 1867, and Rachel Alverna in 1869.



Baltis was a teacher and a butcher. Before his death, he moved to Buckhorn in Madison, Columbia Co.
