Charlotte's father Nathan Mosher was killed in battle in the Civil War. Charlotte, her sister Thankful Frances 1864-1869, and her mother Thankful were entitled to his pension. An official document needed to be submitted showing proof of Charlotte's birth along with the application for her father Nathan's pension. The document shows Charlotte was born on 8 August 1861 in Burnville, Allegany, New York. This document shows that two women, Martha Burritt and Frances A Richardson, were present and delivered Charlotte.


The two women, Martha Burritt and Frances A. Richardson lived nearby in Allegany County, New York per the 1860 Federal Census. Frances A Richardson 21 years and her husband Clinton Richardson lived in Independence, Allegany County. New York. The Crandalls family lived close by. Martha Burritt, 49 years and her husband blacksmith Truman Burritt lived in Willing, Allegany County. New York [Post Office: Hallsport].


Note: Charlotte's official documented birth year and place of Burnville, Allegany County, New York conflicts with other sources. Charlotte's obituary states her birthplace is Tioga, Pennsylvania. The 1875 census states the birthplace of Potter County, Pennsylvania. Census documents state the birthplace of Pennsylvania with conflicting years.

Charlotte was living at a boarding school in Wilkes Barre, Pennsylvania. This was required based on a federal act to educate orphans resulting from the Civil War. Charlotte was listed at this boarding school at age 9 in the 1870 census. By the 1875 census, Charlotte is again listed with her mother Thankful Frances, who shows remarried to Robert Bailey. This 1875 census taken at Lindley, Steuben, New York included Her mother Thankful, Charlotte, Thankful's husband Robert Bailey, Robert Bailey's children from a previous marriage, and Thankful & Robert's children.


We haven't found any records yet that Charlotte's sister Frances Thankful 1864-1869 was also sent off to boarding school but the law may not have applied to her. Frances is not listed with her mother on the 1870 census.

Charlotte and her baby daughter Elizabeth were living with Charles Bailey's family. Charlotte was working as a domestic servant. Elizabeth was the daughter of Andrew Carlson, whom Charlotte married in 1881.
