Dempsey is the son of William Henry Snelson and Sarah Elizabeth "Lizzie" Philips.

Military: Volunteered on 9 May 1917 at Sacramento, California as a fireman ins U.S. Navy. Remarks dated 1 May 1919: He was an officer's chauffeur for about 3 months at Paris Island then transferred to a steam crane engineer. Presently stationed at Charleston on U.S.S. Anniston.

Dempsey married Helen Lucretia Wilgus about 1922 in California. After Demspey's death Helen married an unknown Davis. Helen was born 28 September 1903 in Oklahoma; died 9 February 1984 in Butte County, California.
