Clifford was born Clifford Oakley Gilmour on the family's farm near Biggsville, Illinois. He had an older brother, Clyde Clinton, and a younger brother, Ross Eugene. At some point Clifford, who went by "Red", changed the spelling of his last name to Gilmore.
He married Ruby G. Fusselman June 24, 1933, in Roseville, (Warren County), Illinois. They had two sons, Jim and Art.
He enlisted in the US Army to serve during WWII; his service time was January 3, 1944 to March 18, 1946.
He was an auto mechanic in Rock Island.
