Elias was born near Auburn, Salem Co., NJ, the son of Joseph Lodge Horner Sr. and Hannah Robbins Mattson. He married Amy Seaman.

He was a resident of Pennsgrove, NJ, and was preparing for ministry in the Methodist Episcopal Church at Pennington Seminary when he developed cancer of the lip. This caused his death about a year later, at age 35. He reportedly had been associated with his wife before their marriage through evangelical work. They had no children.
