In 1868 Dr. Brown was elected a Delaware State Legislator.

*Dr. Brown as a resident of Christians Hundred testified of witnessing acts of voter suppression in the 1862 Delaware State election towards voters of the Southern leaning candidates at his polling location of Fleming's Tavern on the banks of the Brandywine River and polling locations in Wilmington Hundred by armed Federal soldiers.
